I bought about 30 dowels from the dollar store a couple years ago. I prefer the size of the pleats compared to the pretty pleater...just my preference.

I lay the material down on the board. I take a dowel and put it UNDER the material close to the left edge. I then pin the dowel in place, folding under material on left side, row of pins. Then I do a row of pins down the right side of the dowel. I then put in another dowel and butt it up to the first dowel and then a row of pins down the right side. Then I put in another dowel and butt it up to the second dowel and then a row of pins down the right side. The pins keep the dowel in place. If the material is cotton I would spray with hairspray or use fabric stiffener.
