Cut a thin strip of cardboard long enough to fit around the three edges of the top of the box. Round the corners, glue in place, and blend in with wood filler. Sand smooth and coat with sanding sealer.

Sand everything smooth. Remove the drawers and paint the entire piece including the drawers. Take care to not coat the outside of the drawers or the inside of the cabinet too thick or it will interfere with the fit of the drawers.
