I then discovered two things. A) House used to be bright yellow and B) the cement fell apart when wet. Needless to say, the other wall was much easier to clean! I sprayed the cement (maybe grout?) with water, waited a minute, and scraped it all off with a minimum of effort. Operation "what on earth is this" is complete :).
