I glued the paper down on really thin plywood, sprayed it with a clear acrylic and then a white primer. Added trims and it will be spray painted a few more times to soften the edges. The warp in the paper is pretty much gone, and the texture paste holds up great - doesn't come off no matter what I do with it. I think this is definitely working. I'll moisten the plywood and press it under a stack of textbooks - that should take care of flattening it.
