It's a premixed concrete. Comes in a plastic tub. It's to patch concrete floors. I find it in the paint area of the hardware store right next to the patching plaster(which I love to use on the inside of my dollhouses). It's really great stuff for dollhouses. Makes them indestructible for shipping too. LOL!
