03 burnt wire

So I plug it in and DH says, "what are you burning?" Then I smell it and see smoke. Luckily nothing caught on fire (especially the house!) and I can just replace the fixture. I am not sure what happened, but it was draining all of the electricity and dimming the other bulbs while it was doing it.
