Sorry that it's not a red ribbon - I had used a random scrap of red ribbon to make my wreaths, and had none left. All my other ribbons are much narrower, so I used a piece of yellow seam binding to demonstrate! (I need to go ribbon-shopping.)

Take your ribbon, and fold it so that it makes a circle. Flatten it, and place on the wreath to determine the length required. Adjust until you like the size, and cut the ribbon. Glue the two ends into a circle. Flatten the circle, and use your toothpick to slide a little glue in the centre of the flattened ribbon. Then, pinch the centre, and poke a little glue in with the toothpick to hold. The fast grab glue should make clamping unnecessary, but if you are using a different glue, you will need to hold it pinched until it sets, or clamp it with a mini clothespeg, or mini clamp of some sort.
